The present program establishes minimum demands of students’ knowledge and skills and determines content of the course. The present program is aimed for teachers guiding this course, their teaching assistants, and students of the degree program 030200.68 “Political Science”, master’s program “Political Analysis and Public Policy”, studying “Qualitative and quantitative methods of data analysis”. Because of the course, the student should: Know key instruments of descriptive and inferential statistics, and main methods of regression analysis. Also, the student will know the communication approach to public policy and key notions of public dialogue. Be able to interpret descriptive statistics, use inferential statistics and regression analysis to evaluate public policies, and predict and explain political processes. Also, the student will be able to apply theory of linguistics and rhetoric to public policy analysis. Get skills for use of computer programs to develop statistical and econometric models. Also, the student will get skills for assessment of public communication using rhetorical and linguistic methods. Because of the course, the student becomes familiar with the next competence:

Requirements and Grading
1.1Course Grade Criteria
In the first examination, the student will use computer programs to analyze descriptive statistics and to run a linear regression (least squares), identifying if the main assumptions are fulfilled or not (normality, multicollinearity, heteroscedasticity and autocorrelation). The second examination consists in the identification and description of advanced topics in econometrics (logit, probit, panel data and instrumental variables), and qualitative methods for particular research questions.
For the homework (HW) the student must collect data relevant for his/her term paper (final paper) and apply relevant qualitative methods, explaining the purpose and the results.
For the first independent work (IW1), the student must write a report (or exercise) about the content of each chapter of the main textbook (Stock and Watson, 2007: chapters 1-7; Gujarati, 2004: chapters 4, 10-12). For the second independent work (IW2), the student must write a report (or exercise) about the content of each chapter of the main textbook (Gujarati, 2004: chapters 15; Stock and Watson, 2007: chapters 10 and 12). In addition, the student must write a report on 3 readings (articles), where the student must identify main research question, working hypothesis, main objective, methodology (the focus is on the econometric model), source of data, conclusions and recommendations for policymakers.
The student must develop an Essay (ES), as a research report: Identify dependent and independent variable(s) related with his/her term paper or master thesis. That is, identify a theory, and look for data to test the theory (hypothesis). In the essay (report), the student must present descriptive statistics of his/her data set, run a regression analysis, and interpret results.Course Description (60 hours)7.1 Part 1: Quantitative Methods of Data Analysis (40 hours) Topic 1. Data analysis. Sources and data types: cross-sectional, time and panel data. Descriptive statistics: measures of central tendency and measures of spread. Introduction to computer programs. (Stock and Watson, 2007: chapter 1). 2 hours. Topic 2. Probability and random variables. Sample. Discrete random variables. Continuous random variables. Probability distributions: The Normal, Chi-Squared, Student t, and F Distributions (Stock and Watson, 2007: chapter 2). 4 hours. Topic 3. Estimation and hypothesis testing. Estimation of the population mean. Hypothesis tests and confidence intervals. Comparing means from different populations. Using the t-statistic when the sample size is small. (Stock and Watson, 2007: chapter 3). 4 hours. Topic 4. Regression analysis and ordinary least squares. Introduction to econometrics. Correlation, regression and causation. Simple regression and ordinary least squares, main assumptions, coefficient of determination r-square, regression coefficients and tests of significance. (Gujarati, 2004: chapters 1-6; Stock and Watson, 2007: chapters 4-5; Fair, 2002: chapters 1-2). 6 hours. Topic 5. Multiple regression. Partial regression coefficients, tests of significance, the adjusted r-square. Dummy explanatory variables. (Gujarati, 2004: chapters 7-9; Stock and Watson, 2007: chapters 6-7; Fair, 2002: chapters 3-4. 6 hours. Topic 6. Basic assumptions: Normality, multicollinearity, heteroscedasticity and autocorrelation. What happens if the assumptions are violated? Detection and solutions. (Gujarati, 2004: chapters 4, 10-12). 6 hours. Reading: Timberlake, J.M., Lock, E.D. and Rasinski, K.A. (2003). Topic 7. Introduction to probabilistic models: Probit and Logit. Dummy dependent variable. Linear probability model. Logit model, grouped and ungrouped data. Probit model. (Gujarati, 2004: chapter 15; Stock and Watson, 2007: chapter 11). 4 hours Reading: Ringquist, E.J., Neshkova, M.I. and Aamidor, J. (2013). Topic 8. Introduction to panel data. Time series, cross-section and panel data. Fixed effects model. Random effects model. (Gujarati, 2004: chapter 16; and Stock and Watson, 2007: chapter 10). 4 hours Reading: Picci, L. (1999) Topic 9. Introduction to the method of instrumental variables. Specification errors and errors of measurement. Endogenous regressors and instrumental variables. (Gujarati (2004), chapter 13, 17; Stock and Watson, 2007: chapter 12). 4 hours 7.2 Part 2: Qualitative Methods of Data Analysis (20 hours) Topic 10. Linguistic criticism: unconventional approach to comprehension of public policy. Speech activity as a tool of explicit and implicit interaction between political actors. Political actorness expressed by means of language. Significant language structures within political discourse, texts and utterances: methods of collection; levels of description; ways of interpretation. Relevant research purposes and research questions. 5 hours. Required readings: Fairclough (2003), Fairclough, N. and Wodak, R. (1997), and Fowler (1996). Topic 11. Cognitive level of comprehension of political discourse. Lexical evidence of values and views in political communication. Ideologems, key words, concepts, metaphors, evaluations and qualifying judgements. Reconstruction of metaphorical models, stereotypes and framing referring to a particular person or institution, problem or phenomenon. Relevant research purposes and research questions. Possible use: assessment; making forecasts and recommendations. 5 hours. Required readings: Grice (1991), Nuyts (2001), Wierzbicka (1997), and Yanow (2005). Topic 12. Rhetorical level of comprehension of political discourse. Tendencies in public argumentation: assertion and persuasion in politics. Logical fallacy and appeal to emotion. Manipulative technologies in political discourse: language signs. Managing the truth by means of language: transforming the real. Relevant research purposes and research questions. Possible use: assessment; making forecasts and recommendations. 5 hours. Required readings: Tannen (1999), Tindale (2004), and Weinrich (2006). Topic 13. Pragmatic level of comprehension of political discourse. Explicit and implicit purposes of a speaker: possible indications. Intention analysis of political discourse: communicative strategies and tactics determined by communicative purpose. Reconstruction of real audience of a certain political appeal grounded by indirect evidence. Subtext and implication in a text or an utterance. Relevant research purposes and research questions. Assessment of effectiveness of language technologies applied in political discourse: establishing criteria. Forms of address (direct and indirect). Speech intentions, strategies and tactics. References and quotations. Markers of aggression. 5 hours. Required readings: Carston (2002), Jacob (2003), and Wierzbicka (2003). Teaching Methods and Recommendations1.2Recommendations for course teacherIt is recommended to use interactive teaching methods, which allow for most student participation such as discussions, case studies, role-plays. It is also expected that Power Point presentations and distant video conferencing will be used for teaching. The course is intended to be based on real-life case studies, multimedia examples, and current events. It is necessary to develop examples in the computer programs. 1.3Recommendations for StudentsThe course format mixes lectures, group discussion, and presentations. Students should take notes, both on lectures and on the reading, and presentations, with the intention of addressing the key themes of the course. The student must read the textbooks and use the computer programs. Grading Estimation1.4Provisional topics for current controlContinuously, teachers will evaluate independent students’s work, readings and homework. For example: Write a summary of the chapter 1 of the textbook Resolve the exercise 1 of the chapter 1 of the textbook Identify methodology (main econometric model) in the reading 1 Identify recommendations for policymakers in the reading 1 1.5Provisional questions for grading estimationUsing computer programs (SPSS, Stata or E-views), run a regression (least squares), interpret the results and indentify problems with the main assumptions of the method. What can be measured and calculated in the analysis of communication, what sort of conclusions can be drawn and what are the limits of this type of analysis? 1.6Provisional Questions for Midterm ControlIn a regression model (using least squares): What means that the r-square equals 0.10? What means that the coefficient B1 is negative and significant at the 1% level? Between the independent variables X1 and X2 the correlation coefficient equals 0.7, how this affect the method of least squares? Which are the implications for the method of least squares if the Durbin-Watson statistic equals 2?
