Перечень, правила и формы аттестационных испытаний) и проведение собеседования (комплексного экзамена) с целью определения уровня лингвистической и профессиональной подготовки кандидата. 2. Higher incomes, falling prices and TV chefs drive Britain from the kitchen into the restaurant BRITONS are deserting their kitchens and dining rooms in droves in favour of eating out in restaurants, pubs and fast-food outlets. For some people cooking has become such a stressful occupation that it is compared unfavourably with doing the cleaning chores. A combination of hectic life-styles, higher disposable incomes and more economically priced meals are given as the reasons in a survey published yesterday. Other factors include the proliferation of so-called “chameleon venues”, such as gastropubs, and the distracting effects of technology in the home. The survey, conducted by the market analyst Mintel, and involving 2,000 people, shows that spending on restaurants has rocketed by more than a third in the past five years, with one in three people now eating out at least once a week. Whereas in 1998 the average weekly expenditure on eating out was ₤10.90, thqt figure has now almost doubled to ₤18.60. Traditional restaurants have seen consumer expenditure soar by over 20 percent, but it is the fast-food chains that have benefited most. Consumers now spent twice as much in burger and fried chicken outlets as they did in1998. Single people, especially, often found it more economical to eat the same meal in a restaurant. “Cooking at home is no longer more cost effective than eating out”, said Pat Neviani-Aston, who conducted the research on behalf of Mintel. Despite the boom in so-called “food porn” – television programmes hosted by celebrity chefs and their glossily-illustrated cookbook spin-offs – many Britons now avoid the kitchen because they feel inadequate there. “Because eating out has become relatively much cheaper and people are working longer hours, restaurants tend to become a more attractive option than slaving over the stove”, Ms Neviani-Aston said. “The tradition of home cooking seems to have been lost somewhere down the line”. Aggressive initiatives by the entertainment industry have also been successful in luring people from their dining rooms. “Time-poor” consumers now have the option of eating at cinemas, theatres, bingo halls, pubs or sports venues. Pubs in particular have experienced a 28 per cent increase in spending on evening meals since 1998. However, a professor from California, teaching in Britain, now believes that training can help us all become more like the wizards. Is this really such a good idea? We're already perceptive. Our "adaptive unconscious", the uncanny ability to assess situations and people instantly, in only a couple of seconds, is more active and accurate than we realize - that's why it's unconscious. So do we really need to get that time down to just one 125th? Can't we wait a second? Besides, there are plenty of straightforward tricks for identifying a liar. Gaze aversion is nonsense; look for someone who blinks less frequently than normal. Also look for someone who pauses longer while speaking and is involved in politics, acting, banking, the law, or other employment. Suspect those who drink water. Someone who's tall is probably fibbing, as is someone short. The truth? It's not pretty: most people lie, most of the time. Like regular bathing, it keeps social life from going sour. By the way, you look wonderful today. The Times Текст № 3 PLUG AND PLAY Cars may soon plug into the power grid rather than the petrol pump "Forget hydrogen. Forget hydrogen. Forget hydrogen!" That was rallying cry of Jim Woolsey, a former director of America's Central Intelligence Agency, at an energy-technology event this week in Washington, DC. He was referring to the idea that America might make itself less dependent on foreign oil by encouraging the development of hydrogen-powered cars. Instead, the former spy-chief has joined a curious coalition of environmental activists, national-security hawks, clean-energy experts and politicians to unveil a national consumer campaign in favour of "plug-in" hybrid-electric vehicles. Another surprising supporter of plug-ins, Orrin Hatch, a senator from Utah and a conservative Republican not known for supporting green courses, also dropped by to declare that this obscure technology could be the "silver bullet" America needs to end its addiction to oil. The event, and the campaign it was designed to support, are the brainchildren of Austin Energy, a power-generating utility owned by the city of Austin, Texas. Austin Energy's campaign has already won the endorsement of dozens of cities and towns, including Los Angeles, San Francisco and Denver, as well as Austin itself, and also more than 100 utility companies. It now plans to collect millions of signatures from individuals requesting that big car firms start making plug-in hybrids. Plug-in technology itself is a modified version of hybrid-electric cars such as the Toyota Prius. Instead of relying solely on energy from a petrol engine to charge them up, plug-in hybrids can, as their name suggests, be plugged into conventional power sockets. That allows a plug-in to travel 30-50 miles (50-80 km) without petrol, rather just a couple of miles, as with the Prius. Since most American motorists travel only 20-30 miles a day, they could drive in all-electric mode most of the time. This has the potential to lift fuel economy from the pitiful 20 miles per gallon com- mon in American cars to 80mpg or more. But, as in a conventional hybrid, once the battery was drained, the petrol engine would kick in — thus ensuring that the driver was never stranded. Enthusiasts reckon that this technology would dramatically reduce oil use (which is why the national-security types are interested) and curb greenhouse-gas emissions (which is why the environmentalists are interested, although this benefit would depend on what method was used to generate the electricity in the first place). And prototype plug-ins developed by the University of California, Davis, by the Electric Power Research Institute (the research arm of America's power industry), and by enthusiasts who have "hacked" Priuses to enable them to be connected to the grid, suggest that the idea can work in practice. The main obstacle is that the longer range requires a bigger battery, and bigger batteries are heavier and more expensive. Andrew Frank, one of the researchers in the team at Davis, reckons that "retrofitting" a Prius-type hybrid with a big enough battery that uses conventional nickel-metal hybrid technology adds about 70kg (1501b) to the vehicle's weight. Using lithium-ion batteries (common in mobile phones) adds less than 25kg, but costs much more. Still, it is an interesting idea, and if it came to pass it would radically restructure America's energy economics by shifting demand from the filling station to the power station.
